Definition and concepts

People in relative low income – living in households with income below 60% of the median in that year.

People in absolute low income – living in households with income below 60% of (inflation-adjusted) median income in some base year, usually 2010/11.

Before Housing Costs figures count the number of individuals in poverty based on their household income before deducting housing costs; After Housing Costs figures are based on household income after deducting housing costs.

Due to disaggregation not available at the local level, this data represents the North West of England as opposed to Liverpool. Data is based on three year averages. National poverty lines are used to make more accurate estimates of poverty consistent with the country’s specific economic and social circumstances, and are not intended for international comparisons of poverty rates. This indicator is being used as an approximation of the UN SDG Indicator. Where possible, we will work to identify or develop UK data to meet the global indicator specification. This indicator has been identified in collaboration with topic experts.
